Brown Goshawks look fierce but are small Raptors with sharp talons and beaks. Always on the lookout for a snack. Being in a tree in my garden it looks like the neighbours hadn’t let their chickens out for the day yet 😂

Raptors in general have that hard stare look I think. Imagine being a bird who can see a mouse in the long grass from 50 foot or higher in the sky. Suddenly there is something that makes the grass look small and you are less than fifteen feet away. Must mess with their brains for a few moments until the refocusing happens hence that intense stare 🙂
Just a bit of thinking from me. It has no basis in science, biology or even plumology

Yes, when I see the eagles and the turkey buzzards flying so high in the sky looking for their prey I could see how it would mess with their minds when they get close to their prey on the ground. I think you’re on to something!

It is but the angle of the photo makes it look a lot bigger. It is smaller than a chicken, only just 🙂
